This week Dutch Ambassador Matthijs van Bonzel and Agricultural Counsellor Reinder Schaap had a very interesting meeting with Minister of Agriculture and Rural Development Daniel Constantin and State Secrimageetary George Turtoi.

The main topic of discussion was the Dutch Romanian cooperation in the agri-food sector as agreed during the visit of Minister Lilianne Ploumen (Foreign Trade and Development Cooperation) to Romania in April last year.

Therefore, discussions went along the three main pillars of the envisaged cooperation: dairy, fruit trees and greenhouses.

Regarding dairy, the aim is to use more innovative solutions to improve both the structure and the quality of the raw milk supply in Romania, by stimulating commercial family farms. The fruit sector offers ample development and cooperation opportunities as demand for domestic fruit is strong and a dedicated sub-programme for this sector is foreseen under the National Rural Development Programme 2014-2020. The development of a modern greenhouse sector is crucial for a steady supply of vegetables, both from the quantity and quality point of view. In all these areas the Netherlands has lots of experience and expertise to share with Romania.

Activities carried out last year in the three fields as well as the plans for the next few years were discussed and fine-tuned.

Besides these topics, also the current challenges of the Romanian agri-food sector were covered: impact of Russian boycott, start of the National Rural Development Programme 2014-2020, end of the milk quota system, VAT for agri-food products, reduced number of associative organisations such as cooperatives and producer groups. With regard to this latter subject, Ambassador Van Bonzel offered to share with Romanian farmers the extensive Dutch experience of working together, an approach which contributed substantially to the well-known performance of Netherlands’ agriculture.

To conclude, it was a fruitful meeting in which the past cooperation was reviewed and the sketched plans for future cooperation were given more body, leading to renewed promising Dutch-Romanian relations in a sector which is equally important for both countries.

New Minister of Economy Mr. Andrei Gerea was handed over first copy of the Guide for ‘Nearshoring to Romania’ and policy recommendations
Romania offers tremendous opportunities as a nearshoring location for international companies. Nearshoring to Romania gives (Dutch) companies the chance to remain competitive on the global, fiercely competitive market. Therefore, keeping (and creating!) jobs in the Netherlands and Romania. A win-win combination!
For Romania to keep the attractive position improvements can be made. These include:
·       Request universities to make serious internships obligatory part of the curriculum
·       Remove legal boundaries for part time contracts
·       Accept English as official language for HR documents
·       Remove link between official title on employment contract and education
·       Set up one central institute dealing with all companies in Bucharest instead of per sector
·       Set up bureau for foreign investment
·       Create business incubator to facilitate start-ups in high-tech industries

Romanian Ministry of Environment and Climate Change has launched on 8 October the tender for the „Information System for Integrated Water Management - WATMAN” project

Successful Launch of the ‘Guide for Nearshoring to Romania’
On October 8th, the NRCC (Netherlands Romanian Chamber of Commerce) launched its Guide for Nearshoring to Romania.
Present were Romanian and Dutch businesses, representatives from government, local counties, cities and the press.
Policy Recommendations on increasing the attractiveness of Romania as nearshoring location were handed over to Andrei Gerea, Romanian Parliamentarian, Chairman of the Romanian-Netherlands Friendship Group.
Nearshoring offers opportunities for both Dutch and Romanian businesses. Structuring a companies’ internal processes (ICT, manufacturing, payrolling, etc.) in such a way to maximize efficiency and reduce costs, will make a company more competitive on the world market. Many Dutch IT companies have set up business in Romania to 1) better serve their international clients and 2) develop local business. Their Romanian staff and Romanian business partners also benefit. We see this trend also in manufacturing, where Romanian-Dutch business partners/alliances/companies help each other to be successful on a global market. Win–win. Creating and keeping jobs in the EU.
The Guide can be found on www.nrcc.ro

Kick-off session 'Fish Migration at Iron Gates' project at Ambassador's Residence
The dams in the Danube river at the Iron Gates are currently prohibiting sturgeon to migrate up the Danube river to spawn. Objective of this project is to examine possible fish migration solutions next to the dams to enable the sturgeon (and other fish) to pass the dams. To return to their natural habitats. On Sept. 24th, the most important stakeholders in Romania and representatives from Serbia met at the Ambassador's Residence to kick-off this project. With funding from the Dutch government (Partners for Water, AgentschapNL) this project will bring together public and private actors to cooperate and work out solutions. Fish do not respect national borders nor institutions.....therefore, in order to be successful, a multitude of stakeholders need to work together: with a common goal. Present at the kick-of session were representatives from the Romanian Ministry of Foreign Affairs (EU Danube Strategy), Ministry of Environment, Department for Water, Forests and Fishery, Embassy of the Republic of Serbia, National Administration Apele Romane, Danube Delta Institute, Hidroelectrica, Derdap Hydro Electric power plant, International Commission for the Protection of the Danube River (ICPDR), National Agency for Fisheries and Aquaculture Romania, Arcadis Nederland bv, Linkit Consult bv. and the Embassy of the Kingdom of The Netherlands.
